This is the first paper to show that participation in an international environmental agreement has some effectiveness. Our identification strategy consists of applying difference-in-differences techniques in a panel data framework to various levels of data aggregation. We find that ratification of the Rotterdam Convention (RC) and the Stockholm Convention (SC) leads to a reduction in trade of hazardous substances from OECD to non-OECD countries. In particular, we find that when the exporter ratifies the RC, there is a reduction in the import of hazardous chemicals of about 7 percent. In the case of the SC, the results show significant reductions of around 16 percent in trade shipments of persistent organic pollutants. This reduction is more than double the effect found for the RC, which was expected due to a more restricted obligation imposed by the SC convention.  相似文献

Based on the logic of “trust‐behavior,” we examined the relationship between interfirm cognitive trust, emotional trust, and firms' cooperation on environmental innovation, as well as the moderating role of environmental hostility on the relationship between two dimensions of interfirm trust and cooperation on environmental innovation. Data for the study were collected from 216 firms in China. The results indicated that both interfirm cognitive trust and emotional trust were positively correlated to firms' cooperation on environmental innovation, and the effect of emotional trust on firms' cooperation on environmental innovation was negatively moderated by environmental hostility. Finally, the results were discussed and future directions put forward.  相似文献

This paper analyses the factors impacting consumer environmental responsibility using a structural equation modeling approach. Consumer environmental responsibility is the intention of a person to act towards remediation of environmental problems not as an individual user with economic interests but as a responsible citizen having concerns about the social and environmental wellbeing of society. Therefore, awareness of environmental problems and knowledge of remedial alternatives will help individuals to pursue their chosen action and bolster a genuine desire to act and determine the measures for alleviation of environmental challenges. The four dimensions of an environmentally responsible consumer – opinion and beliefs, willingness, awareness, and an ability to act – are analysed. During the analysis, the dimension of ‘ability to move’ is found to be critical, because it has a direct influence on the capacity of the consumer to act. This research is intended to guide policy‐ and decision‐makers of regulatory bodies in understanding consumer behavior towards improving environmental performance index. It also helps organizational managers to make their supply chains green, and competitive, which in turn improves brand image and overall organizational performance. [目的]为了解决甘肃中部安定区、陇西县、渭源县、临洮县、榆中县和会宁县的人畜饮水、工业用水、生态用水及农业灌溉用水问题,引洮工程通过九甸峡水利枢纽抬高水位将黄河上游洮河支流水资源引入受水区。在受水区,在调水增加本区供水总量的同时,相应增加了增量水资源使用后带来的废污水,客观上对污染治理工作水平提出了更高要求,轻视排污问题将加剧受水区乃至下游的水系污染程度,影响受水区经济社会的可持续发展。[方法]文章采用文献研究法从理论上探讨了环境容量、排污权及其关系。采用定额计量法计算了调水带来的COD和氨氮增量。[结果]调水使得受水区COD和氨氮每年分别增加6 914. 30t和1 440. 48t。就COD而言,受水区平均排放量占该区环境容量的51. 12%,似有较多的容量结余,但区内排放极不平衡,榆中和会宁已经超排。就氨氮而言,受水区平均排放量将占该区环境容量的151. 55%,总体超排很严重。区内除临洮以外,其余5县区均超排,其中,榆中和会宁超排1倍以上。[结论]排污量是假定增量污水符合二级排放标准的前提下计算的,如果处理率低、排放达标率低,则超排现象会更为严重。对此,要从宏观上进行综合治理,诸如完善政府、社会与市场共同治污机制、排污权配置的过渡性制度安排、污水处理企业改革及引导受水区进行产业结构调整等。  相似文献

Demand for Protected Area (PA) tourism continues to grow, raising concerns for its environmental sustainability. Numerous sustainable tourism guidelines and best practice examples exist for separate aspects of PA regulation and management. However, such efforts are insufficient to reliably and holistically understand how regulation can mediate the relationship between tourism development and PA environmental sustainability. This paper proposes a theory development project, to map the compatibility and interplays among various regulatory approaches, and their consequences for sustainable PA tourism. The project is initiated here by taking the first steps toward a concession-related theory of regulation. The focus on concessions has been chosen because concessions are the most under-researched aspects of PA tourism regulation. Four regulatory aspects are selected and conceptualized in this paper: the approaches to PA planning, the types of monitoring undertaken, the methods of concession allocation and the design of environmental requirements in concession contracts. Methodologically, grounded theory is used, with data collection relying on written sources. The paper develops two sets of narrative statements regarding the prospects for PA environmental sustainability, under particular examples of concession-related regulation. The conclusion articulates several research questions, as an immediate research agenda, and calls for an international research group to be formed.  相似文献

经过近四十年的发展和完善,我国的环境标准已形成了“两级五类”的完整体系。基层监测人员在执法监测中对环境标准的选择,要结合环境影响批复和污染工艺、排放去向进行综合考虑。在排污许可证上载明的污染物排放浓度与排放标准中规定的浓度限值不一致的情况下,应慎重选取排放标准规定的浓度限值。使用环境标准的基本原则是地方标准优先于国家标准,行业标准优先于综合标准,新标准优先于旧标准,地方政府文件不具有标准效力。  相似文献

Consistent with social motivation theory, prior research on managerial motivation suggests that effort is contagious across management team members. In this study, we draw on belongingness theory to develop a model on important boundary conditions to social motivation theory in the management team context. The model predicts that new venture managers react to their teammates’ higher effort levels by investing higher effort levels themselves primarily when they are confronted with a threat – namely, low venture performance and high environmental hostility – but that effort is less contagious when managers face little threat. We test our model with a sample of 103 new venture managers nested in 51 management teams in a longitudinal setting capturing managerial effort over 26 weeks. While we do not find a direct relationship between teammates’ effort and a new venture manager’s subsequent effort, we find support for the crucial role of threat in triggering the contagion of managerial effort. We discuss the contributions of our study for research on management teams, performance feedback, and entrepreneurial effort in new ventures.  相似文献

By training and equipping human resources from other public service sectors than emergency response, to act as first responders, it is possible to reduce the first response times at a low cost. Before launching such an initiative, it is however important to evaluate the potential benefits. In this work, a method for doing this kind of evaluation is developed and applied to a potential initiative, utilizing fire service day personnel as new first responders. By developing a smartphone application and performing an experiment, sending alerts to potential first responders, and combining this with expert reviews of the possible value of their contribution, it is possible to estimate the response time reductions, as well as the monetary benefits of the initiative. The results show that there is a monetary benefit, even with a low number of new first responders, but that it is highly dependent on how quickly they can start travelling towards the emergency site.  相似文献

分税制改革以来,省级政府间税收竞争激化带来的环境污染问题正在逐步凸现。在此背景下,首先从理论层面分析了税收竞争、环保支出及雾霾污染的关系,并提出假说;其次建立空间杜宾模型测度了税收竞争对雾霾污染的直接效应、间接效应和总效应,并利用中介效应方法实证检验了税收竞争通过环保支出对雾霾污染的作用路径。研究结果表明,税收竞争显著加剧了本地区雾霾污染,但是其间接效应和总效应并不显著;此外,环保支出是税收竞争影响雾霾污染的一个主要中介变量。  相似文献
